Broadly, my research asks how political elites use legal tools to further political ends. My published work examines the ways in which Supreme Court justices can intervene in intraparty debates over policy, and how members of Congress have mobilized grassroots resistance to landmark Court decisions. Current projects explore statutory interpretation of Uniform Acts and antebellum efforts by Native Americans to litigate treaty rights in the U.
